This applied doctoral project explores the challenges faced by the Ohio Provider Resources Association (OPRA) in addressing barriers created by the Certified Employment Specialist Professional (CESP) credential within Ohio’s vocational rehabilitation (VR) industry. The study examines how the CESP requirement hinders OPRA member agencies, leading to increased service wait times and inefficiencies in supporting individuals with disabilities. State-level qualification standards were reviewed, and the relationship between the CESP and employment outcomes was analyzed. A change management strategy is proposed for OPRA leadership to improve the qualification process for member agencies. The strategic goal is to increase OPRA’s role as a key resource and advocate for its members, enhancing membership value and increasing member engagement.
